Highway Accountant/Auditor Trainee – Kanawha County

Nature of Work

In a training capacity, acquires the ability to perform entry level professional Accounting/Auditing work in internal auditing, external auditing, and financial analysis. Through formal classroom and on-the-job training.  Job assignments are designed to develop familiarity with Accounting/Auditing practices and procedures, knowledge of laws and regulations governing Accounting/Auditing and the ability to prepare audit work papers, ability to balance and reconcile accounting records, and to analyze financial records for the completeness and accuracy.  Performs related duties as required. 

The Accountant/Auditor series: Employees assigned to this class are expected to acquire the work specific knowledge, skills and abilities to function as an accountant/auditor.  As technical proficiency is acquired, incumbent may be assigned more complex Accounting/Auditing assignments with diminished oversight and direction. Work is performed under close supervision, specific duties performed within the capacity of this position include developing and performing operational audits in all financial and operational areas of the Department of Transportation to determine strength of internal controls, efficiency, effectiveness and economy of Operations and compliance with applicable rules regulations, directives, state and federal laws as well as national accounting and auditing standards. Writes audit and/or comprehensive review programs, tests accounting records and related reconciliations, develops conclusions; Assists in explaining findings and recommendations to organizations and agency officials. Conducts more sensitive audits and/or fraud, special compliance reviews with internal control evaluations and recommendations or investigations of sensitive agency activities. Reviews prior audit reports and financial statements of agency. Analyzes complex administrative and technical problems and formulates improvements or solutions; evaluates and approves selection of information be included in reports for examination.

Typical Duties and Responsibilities


• Assists in the balancing and reconciling of accounting records
• Assists in posting accounting data to general ledger accounts, including recording, adjusting, or correcting entries to the general ledger
• Assists in compiling data for the preparation of accounting reports and may prepare reports of limited complexity
• Assists in the maintenance and review of expenditure and budgetary control accounts, subsidiary and general ledgers, accounting journals, financial reports, batch reports, and other fiscal records
• Assists in the transferring and encumbering of funds
• The work involves treating a variety of common problems, questions, or situations in conformance with established criteria.
• Participates in formal classroom and on-the-job training to develop familiarity with state and federal rules, regulations, laws, and auditing methods and procedures
• Travel may be required; therefore, a valid driver’s license may be required.

Required Skills and Knowledge

• Knowledge of generally accepted professional accounting principles and practices (GAAP)
• Knowledge of the principles, practices, methods, and techniques of governmental accounting and auditing
• Knowledge of database principles and/or computerized accounting applications
• Skill in the use of a personal computer, especially in the area of accounting spreadsheet and reporting applications
• Ability to prepare accurate accounting entries and adjustments and perform mathematical computations accurately and quickly
• Ability to analyze and interpret accounting records
• Ability to communicate effectively, both verbally and in writing
• Ability to establish and maintain effective working relationships with others

Required Education and Experience

  REQUIRED EDUCATION 
• Bachelor’s degree from a regionally accredited four-year college or university with at least 24 semester hours in accounting

  REQUIRED EXPERIENCE 
• This is the entry-level classification in this series. No prior experience is required.
• Promotional Only: 4 years experience as an Accounting Technician Senior within the Division of Highway.
