Highway Business Operations Assistant Senior – Kanawha County
Nature of Work
Under general direction, the incumbent will be the assistant to the disaster coordinator in the ongoing management and monitoring of the recovery from storms, flooding, and other disasters including pursuing WVDOH expenditure reimbursement from FEMA and FHWA. This work will include preparation, processing, review and approval of project worksheets in the FEMA grants portal (PW's - damage assessment reports and preliminary cost estimates) to be submitted to FEMA and FHWA for possible reimbursement to DOH of disaster related expenditures. This work will be done in coordination with DOH personnel, negotiating rule interpretations and resolving field issues. Once Projects are awarded to contract, this will include monitoring project schedules and scopes of work to assure compliance with budgets, schedules, rules and regulations. Independent decision making and interpretation of regulations is required along with recognizing when to elevate issues. Work as a DOH liaison in the FEMA joint field office (JFO), when one is operational, and will represent the WVDOH to numerous state and federal agencies. Assist disaster coordinator in training DOH personnel statewide, including work as instructor, speaker, organizer, or coordinator. Traveling and overnight stays will be necessary. The incumbent will report to building 5 in the capitol complex.

Typical Duties and Responsibilities
• Develops technical procedures for the effective implementation of the work of the unit, to include forms, operating procedures, and proposed policies, confers with unit management and other staff regarding revisions to budgetary, purchasing, and other administrative services, policies, and procedures
• Develops operating manuals necessary for the instruction and training of unit staff, agency officials, and other state officials; conducts periodic training sessions for new initiatives and procedures in the area of responsibility
• Analyzes the budget document and appropriate enabling legislation to determine the need for revised operational procedures for the budgetary cycle
• Prepares or supervises the preparation of required fiscal and budgetary reports in the area of responsibility
• Monitors the expenditures of state agencies and higher education systems to ensure compliance with budgeted appropriations, confers with state officials and budget specialists in the resolution of expenditure level problems, advises on the transfer and reallocation of funds to resolve such problems, briefs management on potential areas of appropriation level difficulties
• Prepares or assists in the appropriation of grant proposals and budgetary recommendations for the agency; monitors the execution of appropriations throughout the fiscal year
• Develops procedures, forms, and controls necessary for the effective operation of the unit
• Within State Purchasing Rules and Regulations; examines purchasing requests for conformity to specifications and budgeted amounts
• May negotiate contracts and agreements for the procurement of equipment, supplies and services
• Supervises other professional, technical and clerical employees in the unit
• Travel may be required; therefore, a valid driver’s license may be required.

• Knowledge of the principles and techniques used in the assigned technical function or specialty area
• Ability to coordinate the unit activities with other units within and outside state government

• Ability to analyze and interpret budgetary and technical data related to the area of assignment
• Ability to supervise the work of others
Required Education and Experience
REQUIRED EDUCATION
• Graduation from a regionally accredited four-year college or university
Preference may be given to candidates with a major in the area of public or business administration, accounting, industrial relations, communications or related field.
• Substitution: Additional qualifying experience as described below may be substituted on a year-for-year basis for the required education.
REQUIRED EXPERIENCE
• Three (3) years of full-time or equivalent part-time paid employment in a technical or professional position providing administrative services such as accounting, budgeting, project monitoring and reporting, personnel, or procurement and property
• Substitution: A graduate degree from a regionally accredited college or university may substitute for two (2) years of the required experience. 2) The graduate coursework, as outlined above, may substitute for a portion of the required experience on a year-for-year basis.
