Highway District Administrator 1 - Kanawha County
Nature of Work
The Highway District Administrator 1, under general supervision, performs full performance level work administering highway maintenance programs of moderate complexity for District 1. The position acts as a financial liason for the District Engineer. Additional duties consiste of, but are not limited to, analyzing , planning and monitoring activities of maintenance organizations; collects, evaluates and organizes data for highway planning and project development; provides assistance and guidance to the Maintenance Division, Sign Shop and Bridge Department - who are planning and overseeing projects; responsible for managing and overseeing financial expenditures and financial goals for District 1; prepares and manages plans and schedules for District 1 to ensure they are followed and kept within allocated finances.

Typical Duties and Responsibilities
• Plans, directs, and implements a specialized district-wide highway maintenance program within operating annual budget, including the security of materials and equipment.
• Ensures maximum utilization of equipment, personnel, and materials.
• Schedules or approves weekly maintenance activities, work crew assignments, equipment, and materials.
• Ensures compliance with Division of Highways established schedules, procedures and policies, as well as any applicable Federal regulations.
• Responds to and resolves citizen or employee complaints.
• May serve as a member of a District Equipment Review Board and attend safety meetings and management conferences.
• Plans Snow Removal Ice Control (SRIC) program for a district.
• Performs field inspections of bridges, roads, and crews.
• May estimate requirements of paving projects in assigned area.
• May supervise and conduct performance reviews of subordinate staff.
• May appear as a witness for the Division of Highways in legal actions.
• May prepare projected budget and expenditure schedule.
• The work involves establishing criteria. Assessment of program effectiveness or investigating or analyzing a variety of unusual conditions, problems, or questions.
• Travel may be required; therefore, a valid driver’s license may be required.

Required Education and Experience
REQUIRED EDUCATION
• Bachelor’s degree from a regionally accredited four-year college or university.
• Substitutions: Experience above the requirement as described below may be substituted for the required education on a year-for-year basis.
REQUIRED EXPERIENCE
• Five (5) years of full-time or equivalent part-time paid professional experience in business administration, public administration, transportation, construction, manufacturing, mining or the armed services or five (5) years of full-time or equivalent part-time paid experience serving in the capacity of a project coordinator.
• Substitution: A graduate degree from a regionally accredited college or university may substitute for two (2) years of the required experience. The graduate coursework, as outlined above, may substitute for a portion of the required experience on a year-for-year basis.
