Highway District/Division Supply Specialist Senior – Greenbrier County

Nature of Work

The Highway District/Division Supply Specialist Senior will report to the District Comptroller Office. Performs full performance level work in a district or division storeroom as a lead worker or supervisor. Position is responsible for the purchasing of inventory and of all equipment and supplies utilized by a district or division of the Division of Highways. Leads activities of storeroom personnel in the purchasing, receiving, shipping, storing, and recording of materials. May specialize in the most complex purchasing activities as distinguished from other storekeeper positions. The employee may choose between several established guidelines to evaluate the most efficient and effective procedure to incorporate into a certain situation. Steps, processes, and methods are related within the job duties. Performs related duties as required.

Pay Grade 12

Typical Duties and Responsibilities

• Oversees the work of storeroom personnel in the purchasing, receiving, shipping, storing, and recording of all materials
• Performs EPA, training, scheduling, etc. for employees
• Purchases and distributes supplies and equipment to all county storerooms, including disforces, equipment, bridge, sign shops, and Interstate organizations
• Writes vendor contracts, orders, specifications and prepares estimates of cost for supplies and equipment
• Authorizes one-time and small quantity specified amount purchases not under state contract
• Ensures materials received meet purchase order requirements
• Uses computer databases to input data and to track and check inventory levels and staus of orders and payments
• Performs analysis of computer inventory printouts with receipts, reports and files
• Oversees annual physical inventory control
• Types and/or composes purchase orders, correspondence, memoranda and reports
• Checks purchase orders for accuracy, completeness, and clarity; corrects any ambiguities in purchase orders and adds needed information
• The contacts are members of the general public, as individuals or groups, in a moderately structured setting
• Personal contacts are with employees of the same agency but outside the immediate organization
• The work involves treating a variety of conventional problems, questions, or situation in conformance with established criteria. The work product or service affects the design or operation of systems, programs, or equipment
• Train new storekeepers and office managers on duties and P-Card usage and signs off on P-Card invoices
• Responsible for making purchases using State P-Card
• Load, unload pipe, and steel may be a certified loader and certified in Herbicide
• Travel may be required; therefore, a valid driver's license may be required.

Required Skills and Knowledge

• Knowledge of state and agency purchasing regulations and protocols
• Knowledge will be used to interpret test results or solve problems identified by previous testing or observations, rather than reading and recording the results gathered by certain instruments or machinery
• Knowledge of the working mechanisms used in the maintenance of highways or related structures
• Knowledge of state, federal, and agency conflict of interest and ethics standards
• Knowledge of department purchasing procedures
• Knowledge of office and storeroom methods and procedures
• Knowledge of safe handling procedures for equipment and materials involved
• Knowledge of various types of grades of equipment and supplies used by the agency
• Knowledge of basic bookkeeping and filing systems
• Knowledge of REMIS and other data-based software used by the agency for tracking inventory and reconciling P-Card activity
• Knowledge of basic arithmetic
• Ability to organize, assign, and coordinate work of employees
• Ability to communicate effectively, both verbally and in writing
• Ability to maintain complex inventory
• Ability to use a computer and calculator and type accurately
• Ability to operate a forklift and other equipment may be required
• Ability to work with numbers and perform close detailed review of merchandise and documents

Required Education and Experience

REQUIRED TRAINING/EDUCATION 

  • High school diploma or the equivalent.
  •  
    REQUIRED EXPERIENCE

  • Six (6) years of full-time or equivalent part-time paid experience as a stock clerk, in a clerical capacity in connection with storeroom or warehouse operations, or as an hourly transportation worker with the Division of Highways.
  • Substitution: Successful completion of coursework from a regionally accredited college or university may be substituted for four (4) years of the required experience through an established formula.
