Highway Engineer Associate - Kanawha County

Nature of Work

   Under general supervision, the Highway Engineer Associate performs professional engineering work in the planning, design, construction, maintenance and operation of highways and their attendant facilities and structures. This position will serve as a Regional Planning Engineer in the Statewide Planning Section's Regional Planning Unit.
   The incumbent will be responsible for applying overall knowledge of development of highway and bridge projects and federal and state funding mechanisms to coordinate local, regional and state transportation planning efforts, in both rural and urban areas. The duties include: serving as a WVDOH (West Virginia Division of Highways) liaison to  other planning entities; reviewing planning processes; coordination with federal, state, and local officials; assist in project development by advising others regarding project issues including planning, programming, environmental, engineering, traffic, right-of-way, construction, political and economic factors; manage state-wide and regional planning studies; manage consultant contracts; and make presentations.  
   The incumbent should also possess knowledge of principles and practices of civil engineering as it relates to the planning, programming, operation, and administration in the area of assignment. The incumbent should have the ability to: 1) establish and maintain effective working relationships with WVDOH districts and divisions, planning organizations, government representatives, public interest groups and individuals; 2) communicate effectively both orally and in writing;  and 3) read and interpret federal, state, and local codes, regulations and standards. Perform other related duties as required.                                                            
 
Pay Grade 21

Typical Duties and Responsibilities

• Reviews design plans for accuracy and completeness from conception to finish.
• Prepares special engineering reports for higher level executives.
• Trains and evaluates personnel to ensure quality work.
• Plans, schedules, and coordinates the activities of sections or groups.
• Evaluates the performance of subordinate engineers and other personnel.
• Serves as a district or division engineering head for a unit or functional area.
• Evaluates data collected by field personnel and incorporates same into studies and plans.
• Reviews contract plans, specifications, test results, and agreements from an engineering aspect for accuracy and completeness.
• Performs duties in a transportation engineering specialty such as concrete, steel, bituminous materials, environmental measurements, geotechnical evaluations,  instrumental analysis, computer applications, structural analysis, electronics, metallography, corrosion, welding and mathematical analysis, transportation systems  analysis, route location, project evaluation, transportation planning, design, pavement, hydraulics, or other related fields.
• Travel may be required; therefore, a valid driver’s license may be required.

Required Skills and Knowledge

• Knowledge of the current principles, methods, and practices of civil engineering.
• Knowledge and understanding of internal policies, procedures and practices of the Department.
• Knowledge of engineering research techniques.
• Ability to supervise and plan, organize, direct, and coordinate the activities of professional engineering staff.
 • Ability to establish effective working relationships with districts, divisions, industry, governmental units, public interest groups, and individuals.
• Ability to communicate effectively both orally and in writing.
• Ability to conduct successful applied research in a specialized branch of transportation engineering.
• Ability to write professional quality papers, reports, research studies, and projects.

Required Education and Experience

REQUIRED TRAINING/EDUCATION 

  • Current license as a registered professional engineer in West Virginia.
  •           AND

  • Graduation from an EAC/ABET accredited four (4) year engineering program or the equivalent as approved by the WV Board of Registration for Professional Engineers.

    REQUIRED EXPERIENCE

  • This is the entry level position. No prior experience is required.
