Highway Geographic Information Systems Programmer Analyst 3 - Kanawha County
Nature of Work
The Highway GIS Programmer Analyst 3 will serve as the Highway Geographic Information Systems (GIS) Coordinator in the Strategic Data Management and Technology (SMDT) Division. Performs advanced level technical work in geographic information systems analysis, application design, and programming. Work involves design and maintenance of data resources and operation of GIS software within the context of programs and policy directives. Work includes advanced GIS analysis, application development, and other GIS-related activities. Work is performed with considerable independence. Distinguishing factors pertain to the complexity of analysis and design responsibilities, as well as the level of independence granted and the nature of the review of completed work product. In addition, at this level, this position will train and develop skills of lower-level GIS programmer analysts and other technical staff. Preference may be given to candidates who possess pertinent knowledge gained through education, relative experience, or training that applies to the methodology of the geospatial occupation, knowledge of the principles and practices pertaining to the work of the SDMT Division, and knowledge of the laws, policies, directives, guidelines and regulations governing the Division of Highways. Performs other related duties as required.

Typical Duties and Responsibilities
Performs complex GIS analysis.Analyzes user organization functional requirements and develop GIS application designs.Writes and tests GIS application programs; prepares documentation of GIS application programs.Prepares GIS application user manuals; trains GIS staff in the operation of GIS applications.Provides user support for GIS application programs.Performs GIS hardware and software operations; performs activities associated with implementation, operation, and enhancement of the GIS hardware and software.Assists in designing and enforcement of GIS database standards for content.Produces or reviews preliminary and detailed designs for new or modified database elements.Investigates and recommends sources and approaches for automating GIS database elements. The work involves planning, developing, and carrying out vital administrative or scientific programs. Personal contacts may include individuals or groups from outside the Division of Highways or Department of Transportation. Certain meetings or conversations may take place outside of the agency in a somewhat unstructured setting.Travel may be required; therefore, a valid driver’s license may be required.Required Skills and Knowledge
Knowledge of GIS software used by employing agency.Knowledge of automated mapping and spatial information processing methods and techniques.Knowledge of the capabilities of automated mapping and geographic information processing systems.Knowledge of cartographic design and drafting principles, automated mapping, and GIS database design.Knowledge of GIS hardware and software components, data communication, and network methods and techniques.Ability to design, program and support GIS application programs.Ability to give instructions and direct the activities of other programmer analysts and/or GIS staff.Ability to reason logically and to communicate effectively with system users to translate application concepts into system applications.Ability to translate technical concepts and terminology in terms understandable to system users.Ability to establish and maintain effective relationships with user departments, administrative officials, and employees.Required Education and Experience
REQUIRED TRAINING/EDUCATION
Bachelor’s degree from a regionally accredited college or university with six (6) semester hours in computer science or GIS.
Note: Preference may be given to those with degrees in geography, cartography, geology, forestry, natural or earth sciences, environmental sciences, engineering, engineering technology, mathematics, computer science, planning, or a related field.
REQUIRED EXPERIENCE
Four (4) years of full-time or equivalent part-time paid experience in GIS activities. Substitution: Successful completion of graduate coursework from a regionally accredited college or university, as outlined above, may be substituted for two (2) years of the required experience through an established formula. OR
Substitution: Doctorate degree from a regionally accredited college or university in any of the above preferred fields may be substituted for three (3) years of the required experience. OR
Substitution: A professional diploma from the National Geospatial-Intelligence College of the National Geospatial-Intelligence Agency may be substituted for the required experience.
