Highway Geographic Information Systems Programmer Analyst Senior - Kanawha County

Nature of Work

The Highway GIS Programmer Analyst Senior, at a project management and/or technical expert level, supervises the spatial analysis function of Geographic Information System (GIS) Programmer Analysts and performs technical work in geographic information systems analysis, application design, and programming. Work includes project planning and management, design and maintenance of data resources, and operation of GIS software within the context of programs and policy directives. Work includes advanced GIS analysis, application development, and other GIS-related activities. Distinguishing factor is the project management and supervisory responsibilities, which include supervising the training of lower level GIS programmer analysts, assigning work, taking responsibility for completion of projects and ensuring the work of lower level GIS programmer analysts is completed according to project guidelines and within established timeframes. Work performed with considerable independence. Performs other related duties as required.

Pay Grade: 20

Typical Duties and Responsibilities

• Duties affect the work of other experts, the development of major aspects of administrative or scientific programs or missions, or the well-being of substantial numbers of people.
• Performs GIS analysis at the expert level, serving as technical advisor
• May work as part of an inter-agency cooperative effort
• Leads and trains subordinate staff in GIS activities
• Assigns tasks, monitors the overall project progress, and reviews work upon completion
• Analyzes user organization functional requirements and develop GIS application designs
• Writes and tests GIS application programs; prepares documentation of GIS application programs
• Prepares GIS application user manuals; trains GIS staff in the operation of GIS applications
• Performs GIS hardware and software operations; performs activities associated with implementation, operation, and enhancement of the GIS hardware and software
• Assists in designing and enforcement of GIS database standards for content
• Produces or reviews preliminary and detailed designs for new or modified database elements
• Investigates and recommends sources and approaches for automating GIS database elements
• The work involves planning, developing, and carrying out vital administrative or scientific programs.
• Personal contacts may include individuals or groups from outside the Division of Highways or Department of Transportation. Certain meetings or conversations may take place outside of the agency in a somewhat unstructured setting for the purpose to plan, coordinate, or advise on work efforts, or to resolve operating
problems.
• Travel may be required; therefore, a valid driver’s license may be required.

Required Skills and Knowledge

• Specialized techniques used in the operation or interpretation of results obtained through testing or maintenance operations. Assignments requiring some degree of advanced knowledge related to highways, buildings, and attending structures may be required at this level.
• Knowledge of GIS software used by employing agency
• Knowledge of automated mapping and spatial information processing methods and techniques
• Knowledge of the capabilities of automated mapping and geographic information processing systems
• Knowledge of cartographic design and drafting principles, automated mapping and GIS database design
• Knowledge of GIS hardware and software components, data communication, and network methods and techniques
• Extended, practical, technical knowledge and applying this knowledge to the expansion of ideas or the creation of new ideas or techniques, methods, or approaches
• Ability to perform project management
• Ability to design, program and support GIS application programs
• Ability to give instructions and direct the activities of other programmer analysts and/or GIS staff
• Ability to reason logically and to communicate effectively with system users to translate application concepts into system applications
• Ability to establish and maintain effective relationships with user departments, administrative officials, and employees

Required Education and Experience

REQUIRED TRAINING/EDUCATION 

  • Bachelor’s degree from a regionally accredited college or university with six (6) semester hours in computer science or GIS.
  •  
    Note: Preference may be given to those with degrees in geography, cartography, geology, forestry, natural or earth sciences, environmental sciences, engineering, engineering technology, mathematics, computer science, planning, or a related field.
     
    REQUIRED EXPERIENCE

  • Six (6) years of full-time or equivalent part-time paid experience in GIS activities. 
  • Substitution: Successful completion of graduate coursework from a regionally accredited college or university, as outlined above, may be substituted for two (2) years of the required experience through an established formula.
