Highway Training and Development Specialist – Kanawha County
Nature of Work
The Highway Training and Development Specialist performs work in developing and presenting asynchronous (E-Learning) and synchronous (classroom) systems applications courses (microsoft word, excel, etc.) for West Virginia Division of Highways (WVDOH) employees. Evaluate design and content of synchronous applications courses and E-Learning asynchronous courses. Designs and develops evaluation tools for E-Learning and application courses. May assist in presenting supervisory classroom courses as needed. Works with various entities both inside and outside of the WVDOH to facilitate delivery of trainingn classes. Position requires periodic overnight travel, therefore a valid drivers license is required. Preference may be given to applicants with experience with development of online training materials.

Typical Duties and Responsibilities
• Applies adult learning principles and training techniques to design and conduct, competency-based workshops
• Evaluates the design and content of workshops to ensure the integration of competency-based learning into the entire training curriculum
• Conducts research on training and organizational development best practices
• Develops guidelines, instructional methods, training aids, course materials, illustrative materials, training manuals, online learning modules, technical materials, job aids, and improved applications of educational technology to support training effectiveness
• Develops workshop examinations in accordance with testing theory and administers examinations
• Applies organizational development theory, tools, and techniques to design, develop, recommend, and facilitate intervention strategies for leading transformational change, solving business problems, and improving organizational and individual employee performance
• Collects organization development and training data using analysis tools and methodologies to evaluate impact and effectiveness
• Research and apply evolving trends, developments, and applications in employee development, including e- learning
• Provides consulting and instructional content development services, webinars, e-learning modules, blended synchronous and asynchronous courseware, self-paced learning, to all levels of management training needs, which includes collaborating with subject matter experts (SMEs)
• Serves as consultant and advisor to management on identifying training gaps and performance improvement needs
• Designs, recommends, and completes documentation for reporting purposes
• Facilitate and develop training sessions using a variety of lectures, group discussion, team exercises, hands-on examples, gamification (classroom and online), video, web-based program, or self-guided instructional
• Evaluates and develops participant feedback instruments, customer feedback surveys, and self-assessments
• Coordinates scheduling and delivery of workshops and facilitated sessions at site locations
• Travel may be required; therefore, a valid driver’s license may be required.
Required Skills and Knowledge
• Knowledge of adult training principles, practices, and techniques, including methodology of assessing training needs, alternative training methods, and the assessment of results
• Ability to conduct needs assessments in the evaluation of training and organizational development needs to develop curriculum
• Ability to develop curriculum outlines and instructions materials including job aids, handouts and technical instructions
• Ability to conduct classroom training and/or to conduct online training workshops or seminars
• Ability to use technology and other types of equipment to present training
• Ability to communicate effectively in a training setting; to effectively use small group facilitation tools, engaging interactive
• Ability to establish and maintain effective working relationships with others
• Ability to resolve and/or manage normal training problems
• Ability to present complex information to a variety of audiences
• Ability to use eLearning products (e.g. digital media, virtual instructor-led training)
Required Education and Experience
REQUIRED EDUCATION:
• Bachelor’s degree from a regionally accredited four-year college or university with a major in instructional design, adult learning, education, instructional technology, communications or related field
REQUIRED EXPERIENCE:
• Two (2) years of full time or equivalent part time paid experience as a trainer in a training and development field.
SUBSTITUTIONS:
(1) Successfully completed graduate coursework from a regionally accredited college or university in instructional design, adult learning, education, instructional technology, communications, or a related field may substitute for the required experience on a year-for-year basis.
(2) Graduation from a standard high school and six (6) years of experience in the training and development field may substitute for the required education and experience.
