State Rail Authority - Hardy County - Transportation Dispatcher

Nature of Work

The State Rail Authority Dispatcher performs highly responsible, advanced level work by assuming the responsibility for administrative duties and railroad dispatching and Federal Railroad Administration (FRA) compliance. Work involves independent responsibility for making limited policy interpretations in maintaining the South Branch Valley Railroad (SBVR) Rulebook, assuring it is in compliance with the Code of Federal Regulations (CFR). Duties include customer service, general administrative duties with emphasis on relieving the executive director of administrative detail, FRA training compliance and dispatching activities on the SBVR.

Pay Grade: 13

Typical Duties and Responsibilities

•Dispatches movements on the SBVR Railroad.
•Updates SBVR Rulebook in compliance with CFR requirements.
•Types correspondence, reports, forms, bulletins, manuals, narratives, and other documents
and related material which may require familiarity with specialized terminology such as railroad terms or FRA/CFR compliance terms. 
•Schedules FRA training classes.
•Maintains and organizes the FRA compliance files and assures that the proper security measures are followed concerning confidential files and materials.
•Assists the SBVR Superintendent in planning and analyzing the day’s activities.
•Prepares track warrants and work authorities for all track occupations and maintains the
dispatched log sheet in accordance with FRA requirements.
•Uses special car management software to electronically move, load, unload railcars and prepare waybills for shipping railcars.
•Correspond with railroad customers and employees to provide information on current and future traffic information.
•The work involves treating a variety of conventional problems, questions, or situations conformance with established criteria.
•Travel may be required; therefore, a valid driver’s license may be required.

Required Skills and Knowledge

•Knowledge of FRA/CFR regulations, processes, and procedures in the area of assignment.
•Knowledge of SBVR Rulebook.
•Knowledge of FRA training requirements.
•Ability to collect and compile accurate information.
•Ability to prepare flowcharts, graphs and status reports.
•Ability to communicate with a wide variety of people, both verbally and in writing. This includes superiors, associates, other organizations, railroad customers and the
 general public.
•Ability to analyze operations procedures and prepare reports of findings and recommendations for modifications.
•Ability to operate standard office equipment.

Required Education and Experience

REQUIRED TRAINING/EDUCATION
•Graduation from a standard high school or the equivalent.
REQUIRED EXPERIENCE
•Two (2) years of full-time or equivalent part-time paid employment in a technical or
professional position providing administrative services such as accounting, budgeting, project
monitoring and reporting, personnel or procurement and property.
•Substitution: Successfully completed graduate coursework from a regionally accredited
college or university in one of the fields listed above may substitute for the required
experience on a year-for-year basis.
OR
Successful completed of related business school or vocational training may be substituted for
the required experience through an established formula.
