Transportation Engineering Technologist – Kanawha County

Nature of Work

The Transportation Engineering Technologist will coordinate, allocate and review appropriate work for statewide environmental remediation.  The incumbent will coordinate with consultants and DEP (Department of Environmental Protection) to ensure state and federal regulations have been followed by assigning, coordinating and reviewing environmental consultants to perform environmental site assessments, Underground Storage  Tank (UST) removals, remediation at leak sites, and ensuring proper removal, transportation and disposal of hazardous and non-hazardous wastes, groundwater monitoring; reviewing and approving consultant reports and invoices; and assisting and monitoring leak sites through WVDEP Risks Based Programs.  This position requires working throughout the state with each District Environmental Coordinator and assisting other state agencies with environmental issues such as AST (Above Ground Storage Tanks) installation, inspection, and maintenance.  The position is also responsible for coordination and tracking of the yearly UST/AST refresher course.  This position will manage and execute statewide consultant contracts, as well as be involved in the selection assignment and monitoring of the consultant work under contracts. Perform other related duties as required.

Pay Grade 19

Typical Duties and Responsibilities

• Provide managerial oversight for subordinate supervisors and the program/projects to which they are assigned
• Evaluate the work of subordinate supervisors and employees
• Review and/or calculate technical data relating to engineering and construction projects
• Review project design and construction plans prepared by consultants
• Communicate with consultant engineers to discuss prospective or ongoing projects and plans
• Perform field reviews of engineering and construction projects
• Meet with various parties having an interest in projects, including representatives of state government, legislators, community leaders, regulators and other interest  groups
• Monitor and manage budgets associated with projects
• Read and interpret complex design and construction plans Travel may be required, therefore, a valid driver's license may be required.

Required Skills and Knowledge

• Knowledge of principles and practices of civil engineering
• Knowledge of laws, policies, procedures and regulations governing contracts, consultant agreements, purchasing, employment and other matters
• Knowledge of the internal operation of the Division of Highways
• Knowledge of plan and specification requirements of the Division of Highways
• Ability to communicate effectively both orally and in writing
• Ability to read and comprehend plans and specifications
• Ability to establish and maintain effective working relationships with others
• Ability to work harmoniously with other employees
• Note: Employees functioning as a licensed land surveyor must have a current state license from the State Board of Examiners for Land Surveyors.

Required Education and Experience

REQUIRED TRAINING/EDUCATION 
• Certification as an Engineering Technologist by the West Virginia Transportation Engineering Technician Certification Board.

REQUIRED EXPERIENCE 
• No prior experience required.

Substitution (New Hires Only)
• Obtained an Associate of Applied Science in Highway Engineering Technology degree from a regionally accredited college or university, plus twelve (12) years of paid experience in a technical capacity in a Civil Engineering environment may be substituted for the Certification.

OR

• Obtained an Associate Degree in Engineering, Engineering Technology, or similar technical degree from an accredited college or university, plus ten (10) years of paid experience in a technical capacity in a Civil Engineering environment.

OR

• Obtained a Bachelor’s degree in Engineering, Engineering Technology, or similar technical degree from an accredited college or university, plus seven (7) years of paid experience in a technical capacity in a Civil Engineering environment OR be licensed as a Professional Surveyor OR be licensed as a Professional Engineer.
