Highway County Administrator – Wayne County
Nature of Work
The Highway County Administrator will report to the District Maintenance Office. The incumbent should exhibit advanced knowledge and have the ability to perform full- performance work administering highway maintenance programs of moderate to high complexity. Should be able to analyze and make appropriate decisions with limited supervision. More complex assignments and work may be reviewed and approved by senior level management. Supervisory, planning, and budgetary skills are essential to this position. All work accomplished according to policies, procedures, guidelines, and standards developed by the Division of Highways. Performs other related duties as required.

Typical Duties and Responsibilities
• Directs and implements a scheduled highway maintenance program within operating annual budget, including the security of materials and equipment
• Ensures maximum utilization of equipment, personnel, and materials.
• Schedules or approves weekly maintenance activities, work crew assignments, equipment, and materials.
• Supervises subordinate staff.
• Conducts performance reviews of subordinate staff.
• Ensures compliance with Division of Highways established schedules, procedures and policies as well as any federal regulations applied.
• Responds to and resolves citizen or employee complaints.
• May serve as a member of a District Equipment Review Board.
• Attends safety meetings and management conferences.
• Plans and implements Snow Removal Ice Control (SRIC) program for area.
• Performs field inspections of bridges, roads and crews.
• May estimate requirements of paving projects in assigned area.
• May appear as a witness for the Division of Highways in legal actions.
• May prepare projected budget and expenditure schedule.
• The work involves treating a variety of conventional problems, questions, or situations in conformance with established criteria. The work product or service affects the design or operation of systems, programs, or equipment; the adequacy of such activities as field investigations, testing operations, or research conclusions; or the social, physical, and economic wellbeing of people
Travel may be required; therefore, a valid driver's license may be required

• Knowledge of OSHA and EEO regulations.

Required Education and Experience
REQUIRED EDUCATION
• Bachelor’s degree from a regionally accredited college or university.
• Substitutions: 1) A combination of an Associate degree and experience as described below may be substituted for the required training on a year-for-year basis.
2) Experience above the requirement as described below may be substituted for the required training on a year-for-year basis.
REQUIRED EXPERIENCE
• Four (4) years of full-time or equivalent part-time paid professional experience in business administration, public administration, transportation, construction, manufacturing, mining or the armed services or four (4) years of full-time or equivalent part-time paid experience serving in the capacity as a project coordinator.
• Substitution: A graduate degree may substitute for two (2) years of the required experience. Graduate coursework may substitute for a portion of the required experience on a year-for-year basis.
